It's actually Delaware North, but Levy has the club level & suites. Regardless, they staff based on what their client, in this case the Sox, are willing to pay on a given night.

On game days it gets gated off for paid admission only.

On non-game days, it is an open greenspace that can complement neighboring / adjacent cafes and restaurants.

It would be interesting to see how they could integrate some green space in to the development on either side of the river and tie that in to the riverwalk. I'd love to see actual renderings of what they envision for the ballpark and the entire development, but I expect those are a long way off.
