yes it's the home plate ump and he should've called it but didn't.

 

AND don't forget... he CAN'T MAKE THE CALL. It would be like the 2nd base up calling balls and strikes and it counting.

 

He's not allowed to even signal the call.

 

Its like a protest call when a man skips a base. There is a protocol for when umps can and cannot make a call.
