CC had a so-so 1st half, and he's having a great 2nd half. That does not equate to an upper echelon pitcher IMO. But he is stepping it up when it counts the most.

No, but I would refer to him as an upper echelon pitcher in general. Yes, he was awful in the first half of the season. However, whatever was wrong, he cured it and he's just dominating teams now.
