You get flagged 17 or 18 times, you lose the game. Although they probably still should have won.

Zebras were throwing flags like they were going out of style.

Almost all of those flags were actual, obvious penalties though. If the Packers didn't foul people that many times, Cutler would have had more completions, more TD's, and Peppers would have had 5 sacks.

Call me what you want, but those were flat out obvious. The only real phantom penalty I saw the whole game was a holding call on Kreutz. There was at most 1 phantom call on the Pack the whole game.
