I would guess Fulmer goes from AA to AAA when one of the AAA starters is either called up or one of the reclamation projects is cut loose. Now if he struggles in AA then he would probably stay there. I would guess he will be in AAA by June and then depending on how things are going in the majors gets called up later in the summer
