He seemingly goes back and forth with his velocity each game. Of course, he still has a great fastball even if he's not at his peak. Cotts hasn't allowed a run in 16 outings. Buehrle had gone 6 innings, and it was obvious he had nothing. The smart call is letting your bullpen try to win the game instead of leaving your starting pitcher out for another inning when he wasn't sharp.
