They aren't trying to be competitive in 2019. Next year is to let the young players get experience to see if they can compete in 2020 or 2021. If they were serious about competing in 2019 they would have the young players in the MLB learning now.

Yes. He was holding out for having no guaranteed money taken away for any game incident not included in a play. This compromise is a way to save face for the agency because they only agreed to situations that never happen.

Not really, considering the Bears position from the start was that they are reasonable with not taking away guaranteed money from players and have never done so for these types of infractions. Now the agents made it easy to fine them as it's in written in the contract and no longer an option for the Bears.
