In th event that a congressperson can't do their jobs, they could be removed from office by various means, allowing either a special election or an appointed replacement, and various states will hqve different rules.

My guess is that he will try to play within the week and test it in game conditions and go from there but if it gets wrorse an extended period of time could be needed to let the pain and swelling go down. If they're only willing to offer those guys 1/$5, even though Floyd keeps them under the tax, they'd have to give up talent and basically similar amounts of money for him.
