I think the more valid point is, many are going to say why bother? We are punishing those people which may or may not be a fair price to pay. Let's remember the names are already on the voting rolls. So you have to provide a picture ID that patches a name already on the rolls. I guess the fraud this could stop is one person visiting dozens of polling places with names of recently deceased individuals.

Every once in a while there are solutions that are out of scale with the problem, or which create more problems then they solve. But that never stops our elected officials from enacting them if they think it will either earn them votes or cause the other party to lose votes.

Traveling two mph over the limit will not usually result in an arrest. There is some relative error in speedometers and detection equipment that is factored in. If you did receive a ticket for two mph over, it would be a relatively cheap ticket. A personal caught underage drinking would be fined more, potentially forfeit their driver's license, and the establishment that served the alcohol could have their license suspended and a hefty fine. With the enormous pressure from lobbyists from the hospitality and liquor industry, raising the drinking age was not an easy task. Only the vast amount of independent data that youth from 18-20 put themselves and others at risk drinking, and the argument regarding age creep in drinking (18 supply 16 and 17 versus 21 supplying 19-20) allowed it to happen.

In most election far less than half of eligible voters actually head to the polls, seriously, how bad could it be? I see far more stories about electioneering, mail in ballots, etc, then a person showing up and voting for someone else.

When I was an election judge in Lake County during the early 1980s, the training taught us that it was better to allow people to vote whenever possible. Most of the time the only issues were people at the wrong polling place.
