Last Lockout would have only impacted minor leaguers on the 40-man roster.

Even if he was experienced, he would still be in his first starts off of TJS which is asking a lot of people. He's also a dude who even last time around was learning on the job with zero pressure.

There would still be a minor league season, everyone on a 40-man is part of the ML union so they couldn't participate. Non 40-man players are in the MiLB Union. JJ Cooper lays everything out here.
