This sample size is too small to make judgments like that.

 

Also, what proof do you have that Flowers is a better defender? I was under the impression that worst case scenario was that they were equal defensively. Hawk mentioned that Navarro throws out 39% of baserunners (last year?). That's MUCH better than Flowers.
