  20. taking on the filibuster would have to be a deal where it gets phased out some time down the line when nobody knows who will be in power. Really, I think it probably should be taken out, we have so many checks, it's just not necessary, and it tends to lead to bills that are completely defined by senators from...well, states that aren't the most populated.
