You can't trade draft picks at all...... You can always find the money to sign guys if you draft right. All you have to do is find players you really like that are likely to be 2nd, 3rd or 4th rounders and overdraft them, with the agreement they will sign for less than slotted money, but more than they would get if they went in a later round.

You sure you are willing to offer arbitration to all of those guys? What if they accept and we are stuck with a guy making more money than we want to pay him? I'm not saying they won't, but if the market looks to stay slow, arbitration (a la Greg Maddux) is a good way for a guy to stay closer to the money he was making. That has to be taken into consideration when thinking draft picks.
