I was on a committee associated with a developmental agency in South Texas. We were offering lots of incentives for companies to set up manufacturing in Mexico and the free trade zone. I was conflicted when the companies that had been there for a couple decades were hurt by the newcomers with the breaks. Some left for the incentives to keep a level playing field. Churning and churning. Austin and Texas put together a very nice package to get the Tesla plant. Tesla basically offered their employees travel expenses if any of the severe Texas laws interfered with their medical needs.
