I imagine a good portion of eligible voters who didn't vote would almost always vote for one party or the other. Just because they are lazy or indifferent doesn't mean that they don't strongly lean one way or another. If there was a study out there that showed how these non-voters leaned politically, that be interesting to see and to estimate how a 100% turnout election would look.
