I'm also not sure what Buddy Bell has ever done to keep his job. The primary reasons that we're worse than we thought have been the premature deaths of Eaton, Cabrera, and Ramirez. Everyone else has either largely done what they're supposed to, or it isn't that surprising that they're worse (Avisail). Eaton has been slowly climbing out of the hole he dug, but he's also the biggest heinie bird, and if we don't find a staff who can keep him on track, he might keep flying in circles until he disappears up his own rear end forever.
