They should have just over $1.5 million to play with and they likely have some signings already in the $400-$600K range that I don't know of.

That’s a whole lot of if, but it wouldn’t be much more travel than a trip to Miami. I’d imagine they could draw better attendance numbers than most teams but who knows how much money there is (merchandise, tv, etc.) in the Cuban/Caribbean market
