Is the bullet slider basically just a change up but with opposite spin? It looks like it's more about downward movement than the sweep of a slider.

Pretty much.  It's shorter and quicker and spins different from a traditional slider so the hitter doesn't recognize it as a slider. Some organizations are starting to teach it in the minors.
