Oakland is not a major league city and is too inept to entice the A's. They have done little to help them out. 

Las Vegas must be a dirty word in Oakland these days, first the Raiders now the A's

I don't know what, if anything, the city of Oakland could have done to capture some of the corporate $$$ that moved to San Jose/Santa Clara, but that's what killed Oakland as a major sports city.
