This whole concept also goes to the larger discussion that Chris Getz apparently doesn't have the independence that we keep getting told makes this different than previous situations if all Jerry did was "sign off" on it.

Shields was already done when he was still with the Padres, but Hahn traded for him anyways…

The White Sox organization never invested into the system from the bottom up. That’s a Jerry problem, and he hired every wrongheaded believer in the world to follow him on the road to the worst ideas in sports history. The organization would never value the Tatises of the baseball world because the team was designed not to care

Technically speaking, Jerry Reinsdorf had to approve/sign off on the James Shields trade for Hahn due to the Sox taking on Shields remaining contract.

JR publicly said one time that he didn't believe in paying for potential. When Mark Gonzales covered the Sox for the Tribune he had a story that said the Sox spent the least amount of money in MLB on the minor league system for a period lasting five years.
