That's the way it should be. With his talent, age and contract a team would need to send an entire infield of MLB ready prospects/young players for him. No one is totally untouchable.

Like JR has said in the past, he's only ever had one player who was untouchable and he played basketball.

Rick actually referenced that on Mully and Hanley, said something like "As Jerry said, the only untouchable player under him wore #23, and I am pretty sure that isnt Robin"

It's really simplistic. Abuse points for a game are (Pitch Count - 100)^3, so every additional pitch over 100 is a little bit worse than the one before it. Obviously 100 is an arbitrary number, and the 115th pitch in one game might be less stressful than the 95th in a different game. It does appear in BP's "Archaic" glossary, so I don't know if anybody takes PAP seriously or not.
