That's clearly a low-end bidet. Actually looks like the model I have in my RV. Doesn't even plug in, so the seat is cold, and the water is colder.

I beg to differ on the weather of Tokyo. I hate summers there. Nagoya (Aichi) is way worse. Google Maps is your friend these days with the Japanese rail systems.
