Dunning is my #3 going into next year too. Cease will be 4 and FA/ Kopech when he is ready at 5. Unless Bauer is our FA. Then Dunning is 4 and Cease is 5. With Kopech stretching out in April at AAA. Don't get me wrong, I think Kopech has the stuff to be top 2. Just not sure its next year.

Your only 2 options right now are Gio Gonzalez and Lopez. They don't have faith in Florez to start. If he does its only 3 innings max. Anybody else and they have to start playing with the 40 man roster (Earlier than they were planning) like Stiever or Crochet.

And there is still a couple of organizations that just don't believe in international free agency or allocating resources and money towards it annually. Baltimore comes to mind. Having a draft might force them to spend money that they haven't budgeted for in previous years. So I could see them also being against a intl draft.
