I saw a tweet today Sox are signing some Dominican outfielder for seven figures.  Can International signings still happen with lock out or are they delayed?

Hernandez trains with Jaime Ramos, a member of MLB’s Trainer Partnership Program, at the Jaime Ramos Baseball Academy. The White Sox are the favorite to sign him.

Or it's simply saying we have hardly signed ANY teenagers during that time...for whatever reason (although it has been long speculated about around here.)

Since no one answered this? 

Minor league international signings including the signing day and scheduled start of a new minor league signing period in January are unaffected. They can continue as planned.

Major league international signings such as the posting of the OF Suzuki from Japan are on hold until the lockout ends.

That’s how teams get the Wander Francos and Juan Sotos of the world. Granted they signed bigger deals. Not to mention he who shall not be mentioned.

Juan Soto only signed for $1.5 million. Tatis got $700K

According to Jeff Passan (wouldn't shock me if you also know details on this as well), the Sox were 1 day away from signing both Tatis and Juan Soto

If that's a serious question then yes especially one with his tools that @hi8is was so gracious to supply. He'll get all the time he needs to put those tools to good use and make adjustments accordingly. Plus he will continue to play baseball on a regular basis and adjust to the states at a young age unlike guys like Cespedes , Yolbert Sanchez and Colas.
