Because of his age and lack of experience in a professional league, the much-hyped Moncada is subject to MLB’s international signing regulations — meaning the team that winds up landing him will likely have to pay big money in penalties to outbid the others. Jeff Passan of Yahoo Sports wrote in early November that Moncada’s first contract could be worth $40 million guaranteed. Add in the penalties for going over the international spending cap and we could be talking about a total expenditure of nearly $80 million.

It is a minor league deal, so it is all payable in the first year. With the new signing rules, international players under 23 can't sign major league contracts anymore.

They can't do that. A minor league deal is only good through one year. After that, the team gets control of him like any other draftee or prospect, and gets to renew his minor league deal.

I heard a lot of people saying that was a huge reach at the #4 pick and now he's ranked the best prospect in the entire draft class? He's an advanced college bat that feasted on younger competition, SMH.

Where did you see he was the best prospect in the draft class? That list didn't include pitchers, which is who went off the board 1 through 3. Basically the 4th pick (1st position player taken) is currently ranked the top position prospect from that draft (where he was also taken as the top position prospect). Production has been strong to date as well. Don't see anything criminal in those actions.

Whoops didn't realize it was just position guys. But he does say that is 15 of the his top 20, maybe Rodon but doubt anyone else from that draft class is above him.

Well one of the top 3 pitchers didn't sign (so would be ineligible) and Kolek was a prep arm who had a pretty rough debut, IIRC, who I wouldn't expect to be in the top 20. I presume Rodon would be in his top 20.

Even still, I can't believe Schwarber is even a top 50 guy, honestly. Yeah, he's got a very polished bat, but he was playing way below his talent level in 2014, and his defense is suspect. He's more than likely a future 1B and we've yet to see his bat against real minor league pitching. He's an extreme helium guy right now.

Because he doesn't have a position and he has yet to face any competition. If he dominates AA this year, then I'll be ready to think he's a top 15 hitter in the minors.

New details on how a Moncada contract could be structured. Tax money is due one month after the signing period closes. While Moncada has to sign a minor league deal, any bonus can be paid over a three year period of unlimited installments, and not just immediately, or within the first year.
