I think they are. Starting pitchers were readily available all off season. They had plenty of CBT space when the off season started. The biggest loss of the off season was losing Rodon's production therefore it should be the 1st guy you replace and that doesn't mean with Kopech. They were afraid to trade for anyone too since they keep getting burned when giving up youngsters. I don't know if they are just hanging onto guys who haven't established the type of value they think they will eventually be worth , or if they are trying to keep the window open longer, or if nobody wants our prospects or other teams just keep asking for guys from the 26 . Manaea seemed obtainable but by that time they weren't willing to add another $10M.
