  2. Look I get that we aren't spending this winter, and I totally understand why, but if we are going to dumpster dive can we try to make it someone who could have actual trade value and not just a roster spot?

Because he was just speaking of roster management in terms of leaving spots open for things like the Rule 5 draft which had already taken place by the time they signed Fedde, which literally proves his point. By agreeing ahead of time, but not signing until the 13th it gave the Sox an extra roster spot to work with during the Winter Meetings and the subsequent Rule 5 draft.
