No one has improved. The better pitchers have spent less time under him. The problem in professional sports is coaches and managers rarely fire their staff. Rare for a GM to do that either. If an outsider came in that would be the first thing they do. Pedro is here to stay but he needs a different staff. If he were to pluck them from the Royals they'd still suck. The reality is good scouts are not let go. You even have to play free agency in that. His comment was another dumpster dive. Plus your organization has to be attractive to scouts. Basically I interpret it as getting more failed orgznization people from the Royals.
