Okay from Manfred's statement which is only an image from JJ Coopers tweet I can't seem to save:

It seems the reason they came down so hard was that the braves were doing the same sort of thing as the red sox, but so dramatically as to avoid the "overage" penalty that would have prevented them from being players in the 2016 class, which they went BIG on. Beyond that year, they were doing the same sign a bunch of low level players to funnel money to other players to get past 300k. IF that's all they were doing, they'd have red sox sanctions.

 

Makes sense. They shouldn't have had a 2016 INTl season, so all of those players are released.

I have not seen anything clarifying this. Passan's tweets on dipping into next years was vague on it.

MLB should try some way to level the playing field on this group of guys that are out there. Give each team a separate cap reserved only for this group. You cant spend any of accumulated amount. Every one will be equal. Its more fair to the teams and the players who are choosing.

From the BA article. Still not really clear on anything.

The players will have restrictions on their free agency. They will be eligible to sign with another club for another signing bonus beginning on Dec. 5 up until Jan. 15. After Jan. 15, the player is still allowed to sign but cannot receive an additional signing bonus. Only the amount of the signing bonus beyond $200,000 will count toward a team’s signing bonus pool. Players are allowed to re-sign with the Braves, but if they choose to do so, they must wait until May 1 to sign with them and can’t receive an additional signing bonus.

Important note: Every team can sign Kevin Maitan. Teams will be able to use money from the current bonus period (2017-18) or dip into next year's pool (2018-19). They cannot combine the money from both years.

Theoretically, this would allow all teams to go after Kevin Maitan, but as we know, teams already have most of their 2018-19 bonus pools committed. Early signings are simply a reality in the current state of play in Latin America.

BA said Soto impressed in the GCL with his defense and overall skill. Bae was compared to Trae Turner by the guy who signed both and was going to be an early 1st round pick in the KBO draft before he signed. Negret is from Cuba and is 18 so I wonder if he has any connection to Luis Robert.

Well, with it now capped, the chances of being able to get some interesting prospects at $300k is better than it was under the old rules. They basically had to go all out for Robert last period since signing Ohtani really wouldn't be guaranteed even if we had the most to spend.
