Jason, how does a change have a "bonus" on it when it would have been better at 90 mph?  I will see myself out.

Imo he needs to change his grip to get better speed separation. If he's going to be working at 96-97 as a starter 92-93 mph for the changeup isn't going to cut it. However, he does have a starter's arsenal.

Sale worked in the 95 range out of the pen as well, even though he was capable of hitting triple digits. It‘s by design

certainly wouldn't mind an insurance run or four

This is part of his development. They want him to work on getting outs at the MLB level at the velocity he will sit as a starter. I'm convinced he still has 102 and they're doing this on purpose. 

Nice play by just getting to that by Bogaerts.
