Correct.  The rule was put in there to protect dumb GM's from themselves.

Yup. #15 overall pick and Kelly for a 27 year old at A ball, Reinsdorf is thrilled because he actually saves $13 million. 

I feel like the MLB draft just isn't as exciting as other sports because you don't get that instant gratification. You draft a guy who's in the minors for at least a couple seasons. Unless they are really special and you see them like a year and a half later.
