Signing statements can be appropriate when small parts of very large bills are deemed unconstitutional by the President. So instead of a very large bill being vetoed, only a small portion will be. We'll have to see how often Obama decides to do this though... Bush used this more often than anyone ever has, particularly because of the bizarre constitutional views of his administration.
