I would assume it is the game plan between Katz, Cease, and Grandal. During Katz visit to the mound or in the dugout he could have easily said work in your change and curve more

To be fair, anyone that loses their best power hitter and maybe now their best pure hitter is going to struggle. Who could they have signed for the bench for .325 average or 40+ homers?

To also be fair, you need to spend money on decent SP that can easily be had for decent prices and have some depth to your roster. 

Cease may want to throw Ohtani something other than a high center cut fastball.
