I do think it is plausible that he said this, as I fully believe while is a minority partner on paper, no one makes billions of dollars worth of an investment into something without having a large amount of say over it. Hell there was a rumor that it was Ishbia's money who make Mune happen in the first place, and I tend to think that isn't crazy.
