TLR would be the perfect fit here, if they weren’t so earnest in their wild belief that he was the answer to what they needed.  It had everything you needed for a fish out of water comedy show.  Except it was real and they were serious.  And we are all now traumatised by the experience.

But Mr Burns did a stand-up job for the Springfield Nuclear Plant team so maybe we could lure him out of retirement, although he may be too similar to TLR.
