I think it’s pretty much, you can try to suppress his service time and get the extra year but if that player is 1/2 in ROY, he’s getting that extra year regardless. So if you think the player has a chance to finish 1/2 ROY, you better call him up OD so you can at least get that draft pick since he’s getting the full year either way. Even if the player called up OD doesn’t get 1/2 ROY, you’re still rewarded an extra draft pick if he’s 3 ROY or top 5 MVP/Cy Young. Although in most cases, top 5 MVP/Cy Young would be 1/2 ROY anyways.
