Its pretty cut and dry. The agents makes the case. The tram makes the case. The arbiter ask questions independently if needed. Then they have to pick ine or the other. Too many guys, not enough suitors with good offers for a lot of them. Just look at what Suarez had to take and he hit 49 bombs last year.
